Mr. Naung Sam Oeung is a founder and current Executive Directive of Conserve of Indigenous Peoples Language Organization (CIPL). He is an indigenous Tampoun with a long history of working to strengthen the rights of indigenous peoples in Ratanakiri province through his expertise in community media, radio broadcasting, video. He can speak four languages, including Tampoun, Kreung, Khmer and English. During the last ten years, he has worked with various organizations such as Community Forestry International (CFI), Indigenous Community Support Organization (ICSO), Non-Timber Forest Products (NTFP) and Building Community Voices (BCV) before he set up CIPL in late 2016, localized from a project of BCV. Most of his responsibilities with those organizations were more on community media, radio producer and capacity development on social media. With his leadership, CIPL was able to set up two community media centers and two community radio stations at villages level broadcast in indigenous languages. In addition, he was able equip skill and knowledge on media to (youth) citizen journalists, twelve video producers, sound editors and social media holders and they are all involve in community media.I am a Tompoun Indigenous person, I was trained to become a video maker and have been training other indigenous youth to produce videos since 2007 about issues that affect us at the community level like underage marriage among teenagers when they should focus on their education first. I also build their capacity to produce media and use it to facilitate community people in getting access to information, knowledge and learning. It is hard to get donors to support our work of advocacy through community media. We need to build our capacity in writing proposals to donors for fundraising. Indigenous youth should get involved through community meetings to share and learn about IP rights and protect their land and natural resources through local activities. At CIPL we train them to apply critical analysis like the indigenous youth in Ratanakiri and from other provinces in Cambodia through documentaries. We encourage them to become citizen journalists in their own languages.Sam Oeung will over coordinate this project with project coordinator and Finance unit within CIPL to ensure the project is running smooth and do communication with partners within this consortium project.
